No. Neo Tokyo is the one with the various new weapons for every job. It also comes with the 1 to each stat, 20 slot Aufheben Circlet and the 5% scroll that adds +4 to each stat to the circlet. Neo City only has the Aufheben Circlet, and it is +5 to each stat, 7 slots, and no scrolls for it (I think.)
Plus, as you may know, Neo City has nerfed versions of Neo Tokyo mobs.
