It's true about there's no Dark element so I reckon they should be implemented in the game. As for holy... yea again likewise with dark.
With those three elements, they all reduce buff time as well so they're not exactly pointless if you're facing off someone like Thanatos.
Anyways, you can only slot 1 materia in a weapon/armor so it's not that cheap to my opinion. And they're not that easily obtainable... 500 motes are required to make a strong materia and 1 mote is rarely dropped by mobs whereas 100 of a certain monster etc item is requires to make 20 motes.
