The point of cutting the leech EXP by 1/2 isn't to eliminate leeching 100%. Every game will have leechers no matter what, but it's not the IWIN button to leveling as it was before.

gMS before the change: LEECHING IS SO FAST! LEECH FTW! TRAINING IS FOR LOSERS!
gMS after change: Oh leech isn't so fast anymore and I can use my mesos instead to upgrade my equipment so I train faster......... Hey you, want to go train together at Gallops? I kill rather fast.

and with less people leeching we get less people who suck at their character. At the very least we'll get more of scenario 2 than before, which is always a good thing.
