I once tested all effects out, and the effects I remember was that there were colored glowing spheres beside your headband with 2 of them (like the coat/hat of death set, but then recolored) and something else like the haunting effect you can buy in the CS seperatly... But I would have to remake my test server again for that... someday... 
Btw, all CS-SET items for the headbands ARE already in the CS data (for a loooong time), they just forgot to add them in the CS...
