Cycling is what makes training interesting. How boring it would be to stand in one spot and attack! Maybe that's why you don't like your IL, but if you're a FP, you move around a lot, even with meteor.

On topic, I don't see why Evan attacks shouldn't be slow. Elquines, Ifrit, Hawk, Eagle, and whatever summons in this game are ALL slow. The only difference with Evan's summon is that you can control what it does rather than have it attack randomly.
