Not yet fixed, I just checked my Dawn Warrior.
Just to clarify, Urban Warrior doesn't appear because Cleaning Up The Streets (a prerequisite) doesn't appear. The glitch isn't in Urban Warrior, or even the throne itself. Cleaning Up The Streets does not appear for Knights of Cygnus right now, maybe because of laziness on Nexon's part to add the class codes into that quest. <_<
