Yes. You have 8 seconds (when duration is maxed) to do whatever while they're held there. They will be hit with at least 2 damage hits during this time. It's not much damage, but it's better than just holding them there, I guess.
Once you hit them, the effect is gone. You can Web more than once and even consecutively (i.e. you Web a monster, 4 seconds in, you Web them again, it'll last for 8 more seconds as long as you don't hit them). It's hard to abuse this feature in the middle of combat, but it might be helpful in some cases.
Let's see.. if something is attacking you from the left and you want to kill whatever on the right (to have a proper escape path), for example, you could Web the left monster and start killing the right.
Web's use is basically you have to create the situations yourself. There aren't really any cut and dry obvious places to use it except at like, Grims. Oh, it's slightly helpful on Bombing Fish Houses that manage to get their immunity up.
Frankly, I had considered putting points in Endure back when I had this choice, but decided with Shadow Web. I haven't been saddened by my choice. It's occasionally handy if you think to use it. On the other hand, Endure gives you more MP per 10 seconds which is always nice for saving. I don't know. It's all up to you.
