With the 2 values, you should be able to calculate the speed one attack will take. However, I'm unsure if the skills will either be multiplied or added (in time/sec). Though with final attack, it seems that the attack takes exactly 60% of the speed of a normal attack and thus will imply that at least one skill will have a multiplier with the original weapon speed. Then again, we have another skill that negates that statement: Hurricane, which goes on 7/60 s/a. I'll do several tests with crusher later on this week, and I'll post up my results after that.
Current table for attack speeds for all skills but final attack, crusher and dragon roar:
Slower (9)...............57/60 s/a
Slow (8)..................53/60 s/a
Slow (7)..................51/60 s/a
Normal (6)................50/60 s/a

booster removes 2 weapon speed. wind booster removes 1 until lvl 10 and 2 starting from lvl 11.
For the question 2: not rly.
I've been trying to apply these tables to other classes, but it falls apart quickly with the huge variety of skill speeds available. I have people claiming that crossbows shoot slower than bows without booster. May I ask how you calculate these numbers?
