If you mean Groundon/Kyogre/Rayquaza, it's probably because by the time this hits the states Ruby and Sapphire came out 7 years ago, and Emerald came out 2 years after that. They're making the older legendaries more available to the new players. Although I don't know why they haven't done this with the FR/LF legendaries, but whatever. I want this game so much more than anything
