A lot of people have argued that if Nexon only intended the HTP to be able to scrolled with just one Dragon Stone, then they should just give the HTP one slot for scrolling. The reason there are multiple slots is to allow chaos scrolls to work their magic. There is POTENTIAL for having +10 to any of 4 main stats with 2 chaos scrolls applied, but there is potential to ruin a pendant as well. If a pendant is ruined, then a player will get another one and try again. This keeps meso being spent in the marketplace instead of everyone having the same 22 stat +1 pendant.
Having a pendant with potentially 5 slots (being hammered twice) only adds to that. Moreover, if a hammered pendant is ruined, then the player will potentially spend more NX on another pendant to try for a better one.
It's not in Nexon's business interests to limit the number of slots on a HTP. But it is in Nexon's business interests to prevent an item from causing an imbalance in the game, like a +52 all-stat pendant can do. If they coded the Vicious Hammer to work only on items with zero slots left, they can allow the HTP to be hammered because only chaos scrolls will work on those slots, not Dragon Stones. Failed scrolling jobs on HT Pendants do many things - cause people to spend hundreds of millions to obtain another HTP, cause people to spend NX on hammering those new pendants, cause people to spend millions of mesos to buy chaos scrolls (and keeping chaos scroll supply low with the high demand for them), cause people to spend NX to buy mesos, etc. None of that happens if everyone has the same +1 22 stats HT pendant.
