I think the rates are higher(er) mainly due to the temporary factor of the event. These scrolls will probably either be not sold in the future or Nexon is trying to see how many people would spend more to get 100%s vs. buying 60s etc etc.
Of all the different items you can get from the Gachapon, I can see some people having extremely good luck(I saw one fellow get both chairs in a row) and others will have no luck at all. And even then, that 100% might be for Cape Def. Ya. Cape Def. Way to go Nexon, why in god's name do people need Cap Def.
