Then, technically, both Dexless and Low Dex are at a loss unless the Low Dex is high enough to use a Sleve.
Eventually both are going to get outdamaged by a regular Dex user who can use those super-high attack claws as well as Weapon Attack equips. like PAC/FS/WG's.

the godliest dmg would come from a dexless dragon sleeve user.
though the gear would be almost impossible to obtain, it has been done by some1 in scania.

once u get to a really high lvl, and get a ht pendant and w/e.. its way easier.

helm->32+ dex
ht necklace-23 dex
shoes->15 fs
cape-> could be 10 dex 4 atk/5 atk
earrings->15-18 dex
top->3 dex 18 luk or chaos scrolled for 3 dex+5+5+5+=18 dex
bot->18 dex or so.

minus the top, ur 12 dex short. could easily just use a 35+ dex sauna for almost equal stats and be dexless sleeve user.

but back to topic. as stated above
55 base.
25 overall
10 cape
10 earrings
10 shoes
15 helm.
seems 5 dex short. maybe a 17-19 on a helm and 11 dex shoes. or a slightly better overall would add enough for 130.
