Then, technically, both Dexless and Low Dex are at a loss unless the Low Dex is high enough to use a Sleve.
Eventually both are going to get outdamaged by a regular Dex user who can use those super-high attack claws as well as Weapon Attack equips. like PAC/FS/WG's.

Low-dex doesn't mean you're restricted to using only Scarabs / Mamba etc. And Dexless doesn't mean you're restricted to only Kandayo / Shinobi / Skanda. Low-dex merely means that you have less base dex than the required of that level, and dexless only means that you have 25 dex base. You could technically be a dexless Caster user if you had good enough equips. <_<
