People actually ARE confronted with this choice sometimes. I was reading BBC news online, and a FARC rebel, (they're guerrilas causing trouble in Latin America,) murdered his commander and his commander's girlfriend, cut off his hand, and got a huge sum, (I don't remember the exact sum, but it was at least a million dollars,) from the government. The government in trying to destroy FARC offered amnesty and the huge sums of money in order to shake up the organization. This caused some discomfort internationally because the government was publicly soliciting political assassination.
Money-making of this sort comes with its price. For example, when Arab terrorists killed 11 Israeli athletes at the Munich Olympic Games, the Israeli government launched a manhunt which ended with each responsible terrorist being assassinated. Even if I was the sort to consider murdering for money, getting involved in that sort of thing might be more than anybody bargained for. In other words, it's not just a matter of killing someone and getting the reward. Someone might come after YOU as a result of it.
