As you can see, it looks sorta like a maze. Depending on how you clear the stage, you would unlock a path. There are many ways to get to a stage, but sometimes you'd get a path that leads to a place you've already cleared or didn't go in the direction you want. I think he means that, or that Roy's Castle is on the other side of the Phantom Forest.
