I'm 99% positive that they also do the coding work.

The older link still works, download too. Although as an Announcement maybe they just forgot about it.

Well.. as you said, that's an announcement, so that's why it's still there. Though the still-working download is a little comforting, I doubt that it means they're going to open Tespia anytime soon.
