It also seems like it would be a little weird to squash a third town into the forest (If that's what you're trying to say.), though there's no telling what the areas off the edge of the current Masteria map look like, so who knows. I'm more inclined to believe the ninja area is south of NLC, but it would still be accessed from the left side of town.
