According to Agent P, you need all the permanent equips (only 1 of the 2 overalls is needed though) as well as the Parachute Agent Shoes (aka the limited ones).
So if you threw the shoes away, I'd say you're most likely screwed in getting the perma shoes.
But then again, unless Nexon makes the cape obtainable or have changed the perma shoes requirement to exclude it, nobody is going to be able to get the perma shoes and that way you're not alone in being screwed. Misery loves company
