i remember using Animation Shop 3 because it came with a version of Paint Shop Pro i got, it was just the trial but it was very easy to use, basically just right clicking to add frames and you could paste in new images and stuff. Had a similar interface to PSP also. And i got Microsoft GIF Animator, its fail...
