Yes, you're just reiterating what the skill description says. It will only stun when you touch the monster (closeranged attack). If Guardian activates when you touch the monster, that monster will always get knocked back unless its in some sort of recovery where it cannot. Regardless of that, if Guardian activates when touching a monster, it is supposed to stun it 100% for 2 seconds. It does not, and gives no clue as to why.
At least the guy with maxed Guardian says it always stuns which is 'ok' i guess. I still think it should stun 100% regardless of level. I mean mine only activates 1% of the time, and only stuns about 10-20% the time when it does manage to activate.
