Yes, but having open enrollment means more opportunities for students. Generally, the counselor will tell you that you're in a whole crapload of pressure if you're going to take that many APs but some children like the challenge. Without the open enrollment, they may be denied the opportunities they were looking forward to. I don't see how their efforts will "drag down" the class, because the class will continue to make progress even if you're struggling. If you're struggling, you're merely left behind, not "dragging" the class. If the people are struggling to learn the material, it's strictly the problem of the teacher's, not yours.

I know because my sister is in UCD and I've listened to some of her professors lecture and I actually understand the material better than I understand my teacher teach the same AP class at school.
