Saying about dual enrollment, my school does allow it (only for AP science classes in particular. Otherwise, there's seperate AP/IB classes)
And open-enrollment isn't a good idea in general: No offense to anyone, but literally having kids in AP classes that won't put in the full effort is simply dragging the class, the teacher, and the school down. The last thing the school needs is s**tty AP scores reflected on them. =\
