True, but it would also help lower the cost of wands/staves, as INT scrolled gear would be at a new standard (wooden wand, etc), and thus 60s and 70s, even 30s would become cheaper. This = good for mages, as their scrolls are relatively expensive due to mass HP washing.
At above, we are only talking about weapons because we are discussing possible balancing to make up for 1h Sword GM scrolls. We didn't see a massive rise in Hero population because there are already a ****ton, and in pallys because they benefit less from 1h sword GM scrolls. New characters would also be unable to obtain lunchboxes, which were the primary motivation for hunting GM scrolls.
