I wouldn't say the system is ineffective. For me, it actually encourages people more to only play after gaining so much rested EXP because it gives them a rush. Leads to more casual playing longer over time rather than at one insane grinding session. I see nothing wrong with such a system.
Yes, but of course they make the system so one who grinds will obviously level faster than people who don't play for a few weeks. Again, helps casual players more because they will remain playing over time, and for the really high levelers it gives an incentive to keep playing since a few weeks of rested EXP can mean a lot for the amount of time they need to play to level.
