well, it is actually 0% for me. in fact, it seems like the skelegons have about 1/4 of their health left sometimes. i have 5 less magic and one level higher genesis compared to what was posted. any experienced mage will tell you how much of a difference 5 magic makes, so i can definitely say that something isn't right with those numbers.
