Probably. You can never trust NPCs.
Besides, Nexon wouldnt want to go to all that trouble just to update some weapons.
But it'd look weird to those "new" players cos it'll be like "why arent there any pirate weapons here?" and all. They wouldnt know pirate was a new class.
