The Dark Decree requirements have been changed.
For Tier 1 rewards you don't need to do any Dark Decree quests at all.
For Tier 2 you need Mercedes (2 days)
For Tier 3 you need Aran (4 days)
But on the minus side, you now have to level 30 times for the 3rd tier. So, get a character to 63 before the Burning event, for 50 coins and two in-game cubes.
