That's a huge player base that should have been able to weed out the majority of glitches, not to mention how much it would cost a company to hire 3000 people to do the same thing, US$6.55 for america I believe, even for a hundred people, for a week working 9am-6pm (from nexons Q&A, those are the nexon hours),1week with 9 hour days= over $40,000 in pay for those hundred people. Plus the maintenance costs of the server, letting your players do the testing for you is profit wise a much better idea, but obviously the majority of maple players aren't mature enough for test servers.
