Pokémon Omega Ruby and Pokémon Alpha Sapphire announced

My Poochyena had Ice Fang, so it might be starter dependent, as I started with Torchic.

I think it's just random like any other Dexnav encounter. I didn't really test it, but this was with a Mudkip start. I found a Thunderfang Poochyena a while later.
