Crazy nitpicking aside, there has to be something else behind that staff besides Karma Scissor abuse...

That staff made me think of an idea that I've seen implemented in Kingdom of Loathing (although I'm not sure why). In Kingdom of Loathing, wearing all of the equipment of a certain equipment set granted different passive bonuses depending on the set.
(For example, wearing all of the equipment involved in the 'Star Garb' outfit in Kingdom of Loathing gave your character +7 to all attributes, but as soon as you un-equip anything related to that outfit, you lost that passive effect.)
(In MapleStory, let's say that there's a Hermit wearing the entire LV 100 armor set, and while everything related to that armor set is equipped, let's say said Hermit gains a passive +10% LUK or HP, or immunity to a certain status effect.)
I think that something like this might be a possible step towards helping normal classes catch up with the general stat-less people, seeing as the general stat-less people tend to equip stuff purely based on stats anyways (I can't draw any reasonable non-stat related relation between a Work Glove, a Face Stomper, and a Sauna Robe...).
