For Boomerang Step could they not do a Song of Heaven style deal and have it do more damage when attacking less mobs.
That's the exact opposite of what you should do, those are unrealistic conditions. If they had done more adequate testing to begin with then they would have realised that 100% Gungnir was something that wasn't impossibly hard to achieve and adjusted things accordingly before releasing the revamps.
