Part of it, at least. The jMS update leaves us with a total of 7-9 maps as opposed to the 20-30 that we've had. I do believe they would do something along the lines of a "Maple Island update" as opposed to a new tutorial for beginners.
Besides, maybe the new tutorial is that one thing where characters can go through a series of quests and they get warped around to the new areas, showing them where they are and whatnot. That would make a lot more sense to me. *I remember reading something about it <_<*
