What changes would you like to see in 4th job skills?

Give ultimates a cooldown, 3~5 minutes, so they are actually ultimates.

That'd be too much... But imagine something like a combo bar. You fill it by attacking stuff, and once filled, you can unleash an ultimate. That'd be fantastic, and sounds entertaining enough for mages to not get mad. Of course, make the bar easy to fill, so there's no problems on any side.
