Kirby and jigglypuff have more similarities in their functions and moveset than any other two characters outside of shiek vs greninja who are more similar in design than they are in moveset/functions. Kirby however does not have the disadvantage of being yet another pokemon representative in a cast that already has FOUR pokemon reps, which heavily goes against any argument for her inclusion that the developers might have if her uniqueness as a fighter wasn't already in question.
As already stated, I think the only viable excuse for not including Puff is that there are already 4 pokemon reps (granted we have 5 Mario reps and pokemon is pretty damn popular). If they can include Toon Link, who was being debated as a clone earlier in this topic, then I definitely don't see why they couldn't include Jigglypuff. It might have similarities to Kirby, but at least it doesn't have the same damn moves.
