It was from an interview between someone from Massive Online Gamer and Nexon. It was true as of the writing of the article, but Nexon could have slipped it back a few weeks.
Now, I expect CWK II either in mid-March (since only pomegranate comes from February) or mid-Summer. (since that's when major Masteria updates seem to happen.)
