Not really.

If you look at it this way, those two shops are events. They are here for a limited time then go away. Thus having a dramatic impact on the game while they are here, but eventually their effects wear off.

Mileage, by what I have seen and read [I am not master on this subject by far] is a permanent way to make the game less p2w/ Don't you think they would like to advertise that a permanent addition was added to remedy such a significant issue?

But hey, thats what I would do. Maybe their PR department is just terrible at choosing what parts to put, I don't know.
