You can't ever do a 3rd PQ on one character, since it checks if it has been 6 hours since you entered before you can make a ticket, or before the NPC checks if you already have a ticket.
2nd PQ just works if you get the ticket 6 hours earlier, and you HAVE to go in to be able to make another ticket on that character.
