Here's an idea:
I've used a protection scroll on a weapon with zero enhancements and it wasn't used with the 100% AEE. I would think Lucky Days would work the same way; not getting used if it won't have an effect.
Someone could try using a Lucky Day on something and using a potential or enhancement scroll and see if it gets used? Not that it really proves anything, would make me think it works though.
