If you're referring to the Tot's Gachapon, that's an entirely different system with a prize pool comprised of only worthless items.
Surveys don't give free Gachapon. Surveys are "volunteered" labor that allows one to "earn" NX points because of the various companies that are in contract that give a fractional payment to Nexon.
