My $450 laptop was purchased taking advantage of the transition from Windows 7 to Windows 8. This is Australia, and it's not usual for our tech to come with up to a 50% premium depending on company/product.
With Intel Haswell rolling out over the next few months, I wouldn't be surprised if some of last year's tech is available for firesale prices. Assuming that you don't want anything too fancy, you can definitely get something decent in the 300-400 ballpark.
