They go off exactly at the start of a spawn timer. This is crucial if you want to consistently win ariant coliseum matches since you'll be able to know when bombs go off. Especially when you're matched with strong opponents, scorpions will be killed and captured very quickly, so it'll be quite easy to tell when a spawn cycle will start, letting you lay a bomb and immediately use a teleporter scorpion, making it practically inescapable for your target. This is also the best way to drop a bomb from a rope if an opponent is walking towards it.
