You don't need the full amount of NX to purchase stuff at the sale price. If your account is eligible for the event, everything in the Cash Shop will be shown at 90% off.
A couple of my accounts have it, but I have no NX on them to make use of it, nor do I have any tradeable equips that I would want to use it on.
