I can't answer the first, but as for the second all circulators become a single ability circulator. Quote on this from Max's blog:
Quote:Inner Ability has been reorganized, it is now named Ability. You now unlock each line of Ability by doing a quest at level 30, 50, and 70. The set up of Ability ranks has been changed to Rare, Epic, Unique, and Legendary. All Circulators have been condensed into the Ability Circulator, and you will receive them for every level of Honor you get after 31. You can also buy them from the Aswan shop or from bosses.
