In Theory though Hellsium+Chaos PB+Loveless might outbeat Empress set.

It could, but it still can't replicate the other benefits of the Empress set as easily. There's also the pesky thing about how Loveless weapons can't be PSOKed once equipped which makes me reluctant to use it (But to be fair cane prices here are so high I might as well go for RHC overall and aim for the shoulderpads...).
