The movement AND the attacks feel like they're "behind" whatever I'm thinking. Not every skill is like that though. The #3 engineer pistol and #4 engineer shield moves are activated instantly. Things like your heal, shouldn't have that delay. I've died so many times due to being CC'd during my heal's cast time.
By delay I'm talking about the cast time. For example, Fire Magic Scepter's first attack has like a second cast time, but your character finishes the majority of their animation in like half a second...and the rest is just an arm raised with flames coming out of your arm. It throws off the flow of the moveset because it doesn't even feel like you're doing anything for those half seconds when your character is basically doing nothing. That's the cast time of the spell's fault, not some delay that I still don't see even after watching your video, and even after using my own Engineer and trying it.
Are you complaining about cast times? Some abilities are instant, yes, but most have a half second or more of cast time. The game tells you the cast time of every ability in its tooltip. That Engineer shot is a half second cast time. Combined with the travel time of the shot, it takes a little under a second to hit from when you first hit the button.
Most abilities should not be instant. Healing should not be instant either. In PvP you should be able to stop your enemy from healing if you're good and quick enough.
