2 min cooldown, thats on ult level cd no? also you lose that 25% mana when you use the active and its CURRENT mana, so the shield gets less op the more spammity you are with skills.
On the new eleisa on dominion, xyph did some math that you can get ONE extra revive if you rush that item before the 7min mark, after that you get none, so its more of a Heal/CV buff item. (Revive was just added because it rhymed with holy stuff, which xyph relates with the miracle part of the name.)
