I don't like the unbalance but realistically, it's new PvP so a lot of people will try it, some for titles, some just once. After the hype dies down, a lot of the super funded people most likely will stop doing PvP as there's nothing really in it for them (personally I'm doing it for the titles then never touching it again).
Also I'm not 100% sure but I heard if you just play PvP you charge the bar just as fast as anyone else regardless if you're getting kills or not. Something about being active will charge the bar. Possibly just getting kills/streaks gives you bigger chunks to the charge bar than trying to get kills. Can't be bothered to test it but it's what I've heard.
