Hero's Will/Awakening can be used. (However, it has a cooldown, so use it wisely!)

From my knowledge, arms only seduce the specified person (usually in the order they come in the HT map, if Im correct) until he/she dies, then moves on to the next target. The only way arms can mass-seduce is when its HP is taken out by 50% or more.

Do a little reasoning there
