(This was probably eluded to plenty of times already but..) GMs, GMs, GMs. Add more of them, like at least 50 more. Figure out a way, any way, to make GMs knowledgeable of the game and the community and the tendencies of hackers. It's not even hard. Have them patrol the game, be visible, be transparent, be vigilant.
