It either stubbornness or laziness. It looks like they Dev off of 1 single version. If they have to emergency bugfix, either they forget or they see it easier to bugfix at a later date.

The easiest way to see this is to look at our last hellban spree. They hellbanned tons of people, bugfixed and removed hellbans, then made a major patch. In that patch everyone was hellbanned again and the dupe/hack was unpatched again.
